Musisi Denies Mismanaging Youth Funds

Kampala Capital City Authority Executive Director Jenifer Musisi has refuted allegations that she mismanaged the multibillion job stimulus funds meant for empowering the youth saying she used part of the money to buy land in Bukoto and Kitintale, both Kampala suburbs.

Musisi revealed this on Monday while meeting Parliament’s Committee on Public Service and Local Government at Parliament.

She was responding to Lord Mayor Erias Lukwago’s Petition to Parliament which alleges that the former mismanaged the funds causing discontented youth and vendors to take to the streets in a wave of demonstrations.

The Mayor also accuses the ED of assuming his powers saying it is unfortunate that the executive director has assumed all his powers and functions.

“Shs 16.5 Billion was the budgeted amount, but the actual release by Government was Shs 9.98 Billion. Shs 3.3 Billion was allocated to the Youth Fund and this money is being lent out to the youth through Centenary Bank. KCCA purchased Land at Bukoto for Shs.780 Million, purchased Land at Kitintale for Shs 2.5 Billion, which land is meant for the construction of a market. 226,731,762 million administrative expenses, 225,321,500 million was loaned out to the youths.” Musisi said.

She added that the remaining money was transferred back to the consolidated fund.

“The Balance is part of the Shs.19 Billion that was transferred back to Uganda Consolidated Fund at the end of the Financial Year in accordance with Section 19 of the Public Finance and Accountability Act of 2003. Sensitization meetings have been conducted in all the divisions and the youths have started accessing the money. Eighty individual loans and 29 group loans have been disbursed.” the no nonsense ED revealed.

In his petition, the Mayor also accuses the ED of overstepping her mandate and turning herself into an enemy of the political leaders under whom she is supposed to serve and that she uses any opportunity available to undermine them using the facilities of the Authority, a trait that has become the norm mong some administrators at city hall.

However, Musisi denied surpassing her obligations saying she has never pursued any political agenda other than ensuring that services are delivered to the public within the available budget.

Lukwago also raised questions on accountability regarding the UGX.58 Billion which she found on the frozen accounts of the defunct KCC Division accounts upon assumption of office.

Musisi said the defunct Kampala Capital City’s six accounts that it operated were consolidated into one vote under one Accounting Officer.
