Parliament Recall Hits A Snag Over Signatures

The moves by some Members of Parliament to recall the legislative body from recess over the death of former Butaleja Woman MP Cerinah Nebanda may not succeed after it emerged the required signatures have not been collected.
There were reports in the media early this week stating that the MPs had managed to acquire 125 signatures under Article 95 (5) of the Constitution required to call for a special sitting of the house.
In fact, NRM’s David Obua, one of the lawmakers at the forefront of the recall on Tuesday announced that they had not only collected the required signatures but had surpassed them.
The MPs were supposed to meet the Speaker of Parliament Rebecca Kadaga within the week to present their petition so she could fix a date for the recall however the said meeting was called off under unclear circumstances.
Medard Segona, another lead petitioner said they were preparing a fresh list after the previous one was confiscated.
In a bid to get the signature of Bubulo East MP Kipoi Nsubuga who is on remand at Luzira prison on treason charges, Prisons officials alleged confiscated the list throwing the whole process into panic mode although the officials denied this saying they only whitewashed his name off the list.
Unconfirmed reports show 92 signatures were collected by Friday.
MPs want Parliament recalled over the controversy surrounding the death of their colleague Cerinah Nebanda who passed away on December 14 at Mukwaya General Clinic.
Her death led to the arrest of two lawmakers, Kinkizi West’s Chris Baryomunsi and Kampala Central’s Mohammed Nsereko over statements they made at the funeral of the deceased colleague.
While at the funeral, they uttered statements, according to Police that were intended to incite violence when they refuted the autopsy report into the death of the MP. The autopsy report revealed that drugs such as cocaine, heroin and alcohol had been found in Nebanda’s blood samples.
