MBARARA – Revenue collectors in Mbarara City South Division have accused Town Clerk Hajjat Sarah Nandawula of failing to pay them Shs26.5 million in outstanding commissions for revenue collection services, threatening to take legal action if the money is not released.
The collectors, led by Ayubu Mubiru Ssemamba, claim they are yet to receive their contractual 10% commission despite collecting and remitting substantial revenue to the Division.
Mubiru says he was contracted by Mbarara City South Division to enforce the collection of trading licences in Kakoba and Nyamityobora wards, a task he claims to have executed as required.
However, he alleges that despite fulfilling his obligations, the Division has failed to honour its payment commitments, leaving him struggling with debts accumulated during the revenue collection exercise.
According to Mubiru, his outstanding payments cover several months between May 2025 and June 2026.
He breaks down the claim as follows: Shs7,067,500 for May and June 2025, Shs15,972,229 for February, March and April 2026, Shs2,542,204 for May 2026 and Shs960,668 for June 2026, bringing the total to Shs26,542,951.

Mubiru says he eventually abandoned the revenue collection exercise in June 2026 after repeated delays in payment.
He alleges that although he has repeatedly approached the Division Town Clerk demanding his money, his efforts have yielded little, with occasional small payments allegedly made in instalments without a clear explanation for withholding the balance.
The collector has now accused Nandawula of frustrating their efforts to recover money they say they legitimately earned, contrasting her administration with that of previous Town Clerks.
“The former Town Clerks were paying us our money smoothly without delays, without pulling the ropes. But when the current Town Clerk Nandawula assumed office, things changed for the worse. She does not release our money. We just don’t know her motive,” Mubiru alleged.

He warned that the collectors would not continue waiting indefinitely and threatened to pursue legal action against the Town Clerk.
“I want to warn the Town Clerk that if she does not pay us, she shall face legal action. We cannot tolerate her arrogance. This is the money that we worked for,” he added.
Meanwhile, allegations of dissatisfaction with Nandawula’s leadership appear to extend beyond the revenue collectors.
Some Division staff members, who spoke on condition of anonymity, reportedly accused the Town Clerk of mistreating and harassing certain employees and town agents.
Other staff members further alleged that some technocrats seeking approvals for projects have also faced bureaucracy delays.
Nandawula has been contacted for a comment.

Contacted over the outstanding payments, Mbarara City South Division Mayor Jomo Mugabe acknowledged that the Division owes the revenue collectors, adding that arrangements would be made to clear the debt.
“We know their money and we shall pay them. There is no organisation that does not have debts. Even the Government of Uganda has debts, then how about the Division?” Mugabe said.
His remarks effectively confirm the existence of an outstanding obligation, although the Division has not indicated when the collectors will receive their money.
