At the start of the 2021 general elections, the National Resistance Movement flag bearer, Incumbent Yoweri Tibuhaburwa Museveni launched his manifesto after nomination with the Parish Development Model as top priority of his next term of office.
After his re-election, on 27th February 2022, President Yoweri Museveni launched the Parish Development Model (PDM) at Kibuku Primary School, Kibuku District in Bukedi Sub-region. This model, according to Museveni, aims at helping people from parish level to increase their household incomes and joining the money economy.
While launching the Parish Development Model, the optimistic Museveni said that 2021-2026 term was going to be a Kisanja for creating wealth, jobs and incomes for all Ugandans.
However, as it has always been the norm, some officials involved at different levels of especially documentation and data collection in the Parish Development Model had reportedly been soliciting for bribes from the beneficiaries of the Model in different communities around the country.
These reports have prompted Gen Jim Katugugu Muhwezi, the Ministry of Security to write to all District and Gomborola internal security organizations structures across the country to keep their ears on the ground and report all the officials that are mishandling the process of registration and organizations of parishes meant to benefit from the Parish Development Model.
While mobilizing his constituents in Nyakagyeme Sub-county, Rujumbura County Rukungiri District to participate in the Parish Development Model, the Minister of Security said “We are going to use all investigation means including intelligence structures to arrest all those officials who are asking for bribes in registering the beneficiaries of the Parish Development Model”.
The Minister has asked the District leadership to monitor the activities and evaluate the progress of the Parish Development Model at all units country-wide to avoid unnecessary delays of the project.
