After years of endless political wars, camps and bitter fights that crippled service delivery in Rwampara District, leaders have finally agreed to silence the political guns and unite for development.
In a dramatic show of unity during the swearing-in ceremony of Rwampara District LC5 Chairman Richard Owomugasho and his council, the district’s top political leaders publicly vowed to end divisions that have for years frustrated progress in the young district.
The three Members of Parliament from Rwampara District, Amos Kankunda of Rwampara County, Charles Ngabirano of Rwampara East County and Woman MP Anna Kansiime joined district leaders in pledging to work together and focus on service delivery instead of endless political battles.
The event itself reflected the new spirit of cooperation after district stakeholders led by NRM District Chairman Mutima Gordon Kappa and LC5 Chairman Owomugasho reportedly held a caucus meeting to cool tensions among councillors battling for the district speakership race.

The peace talks resulted into some candidates stepping down, paving way for Tweteise Abert Rugiti, councillor for Nyeihanga-Buteraniro Town Council, to sail through unopposed as Speaker. His former rivals were later accommodated on the Executive Committee in what leaders described as a new beginning for Rwampara politics.
Speaking during the function, Rwampara East MP Charles Ngabirano blamed previous district leadership for engaging in endless conflicts that sabotaged development and delayed services to wananchi.
Ngabirano said the new chapter of unity would help leaders jointly lobby for government programs and improve public infrastructure and household incomes.
“Immediately after swearing-in, from today we have started work. We are going to focus on household income and public infrastructure. I have already started with a water project and next month we are launching a massive water project for hills across the district. Let us forget previous wars and work together,” Ngabirano said.
The legislator also proposed the formation of a board of eminent persons to guide leaders and prevent future misconduct among politicians and technocrats.
Former Speaker of Parliament and former Rwampara MP Francis Butagira also welcomed the new unity spirit, saying leaders can only achieve development if they work together instead of fighting each other.
Butagira advised MPs to divide responsibilities among themselves and coordinate closely with the district leadership to strengthen lobbying efforts for government support.
Rwampara County MP Amos Kankunda described the unity witnessed at the swearing-in ceremony as a sign of a “humble and good beginning” for the district.
Kankunda said the district was now entering a paradigm shift compared to the previous era dominated by conflicts and divisions.
“The unity observed here is a signal of a humble and good beginning of our journey. We don’t expect any more diversions, divisions and conflicts among leaders of Rwampara,” Kankunda said.
Speaker-elect Tweteise Abert Rugiti also vowed to crack down on camps and divisions within the district council, saying his leadership would prioritize unity and teamwork.
“In the past there was too much division among councillors and top leadership, but that must stop. I will not entertain camps that divide my council. Under my leadership we are going to make a difference,” Tweteise declared.
The public reconciliation among leaders has now raised fresh hope among residents who have for years watched political wrangles overshadow service delivery in the district.
