UNRA Paid Shs21.9bn To Ghost Chinese Company
Uganda’s roads authority, the Uganda National Roads Authority (UNRA) paid a whopping Shs21.9bn to a company it did not contract.
This came to light on Wednesday as UNRA officials appeared before a parliamentary committee.
The dubious payments were reportedly brought to the attention of the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) by a whistle blower.
Lawmakers sitting on the accountability committee interfaced with UNRA officials led by the Executive Director Allen Kagina and legal director Mary Kamuli Kuteesa among others.
This comes days after four Chinese companies refunded Shs26bn money meant for compensation under several Uganda National Roads Authority (UNRA) projects. The companies include; Zhongmei Engineering, China Railway No 5 Group, Chongqing International Construction Company and China Railway 18th Group.
The money is part of Shs47bn advanced to the companies by UNRA to compensate individuals affected by project constructions however, the companies are reported to have put the money in fixed accounts to accrue interest.
