Why CEC Seconded Mutumba to Replace Kasamba at EALA
Mutumba Abbas, the ruling National Resistance Movement (NRM) former political assistant to the late Hon Mathias Kasamba has been endorsed by the party’s top Central Executive Organ (CEC) to contend in the race to complete the tenure of his boss at the East African Legislative Assembly (EALA).
During the 6th meeting of the 4th NRM CEC held at Entebbe on Tuesday, the top party organ resolved to recommend Mutumba and five members to the parliamentary caucus for election of the flag bearer for EALA by-election.
The Speaker of EALA declared one position vacant at the Assembly after the death of Uganda’s representative, Kasamba on April 27th, 2021 at Nakasero Hospital in Kampala where he had been admitted for days.
Kasamba died before completing his tenure at EALA’s fourth assembly (2017- 2022).
According to regulations, the tenure for all the elected members to EALA is five years and Uganda will have to nominate another representative to replace the fallen legislator at the lawmaking organ of the East African Community (EAC).
Speaking to this reporter, brainy Mutumba who worked alongside the much hailed late Kasamba for several years asserts that he is proficient in fulfilling the mandate of a legislators under Article 49 of EALA that include; legislating, oversight and representation.
‘’As legislators at EALA we are mandated to make Rules of Procedure and to constitute Committees. Other roles include Maintaining seven standing committees: Accounts; Agriculture, Tourism and Natural Resources; General Purpose; Commission; Legal, Rules and Privileges; Regional Affairs and Conflict Resolution; and Trade Communication and Investment. The composition and leadership of each of these Committees is equally shared among the Partners States. This is why Uganda should nominate a capable representative like me who has closely worked at the assembly in recent years’’, Mutumba said.
Mutumba will face aspirants including former MPs; Godfrey Kiwanda, James Kakooza, Nakato Kyabangi. Others are Lule UmarMaiya and Nsubuga Keneth Ssebagayunga.
Born in Kifamba SC-Rakai, the NRM Young Turk started his education career at Kifamba Primary school and completed Primary at Bwala BPS in Masaka. He has his entire Secondary Education at Kibuli SS before joining Makerere 2003-2006.
It is there that he joined the late Hon.Kasamba at Parliament as an intern and volunteer and later became full assistant till his death.
