AGENT BANKING SCAM! Kisenyi Traders Cry as Fake Cente Agent Flees with Sh300m

Police have launched a manhunt for Monica Mushemereire, the woman accused of masterminding a sophisticated mobile money and banking fraud that allegedly conned Kisenyi traders in downtown Kampala, out of more than Shs300 million.
Investigators say Mushemereire, who operated under Juliecom Mobile Services, allegedly posed as a trusted Cente banking agent, targeting busy traders who preferred depositing cash through agents instead of spending time queuing at banks.
According to investigators, traders would hand over large sums of money, believing the cash had been deposited into their bank accounts after receiving what appeared to be genuine transaction receipts.
However, police say the suspect allegedly operated two separate agent machines—one genuine machine used for legitimate transactions and another fake device that generated fraudulent receipts without transferring any money into customers’ accounts.

The alleged scam reportedly went undetected for some time because some genuine transactions were processed successfully, earning the suspect the confidence of her victims.
The fraud only came to light when traders later reconciled their bank statements and discovered that millions of shillings they believed had been deposited had never reached their accounts.
By then, Mushemereire had reportedly disappeared.
Police say the suspect is now on the run, leaving behind losses estimated at over Shs300 million.
Two workers linked to Juliecom Mobile Services were arrested to assist with investigations before being released on police bond as detectives intensified efforts to track down the prime suspect.
The case, which was initially registered at Kafumbe Mukasa Road Police Post, has since been transferred to Old Kampala Police Division, where investigations are continuing.
Police have appealed to anyone with information that could lead to Mushemereire’s arrest to report to the nearest police station immediately as the hunt for the alleged fraudster gathers pace.
