15 out of the 75 census enumerators deployed in Koro sub county in Gulu district have withheld the enumeration forms over pay.
Denis Okwera, the Pageya parish census supervisor says they decided to withhold the forms when they went to submit the results and were asked to sign for 29,000 shillings each instead of 290,000 shillings.
He says they have only received 121, 000 shillings since the exercise started and some money for lunch. Okwera says they are worried that once they hand over the enumeration forms they may not get their allowances since Uganda Bureau of Statistics-UBOS didn’t even take their account numbers.
He says they are determined to keep the forms until UBOS pays them, adding that, some enumerators worked and exceeded the days allocated but they are not demanding for any compensation.
Concy Achiro, the Koro sub county community development officer says they can only provide the enumerators lunch and transport and not the money they worked for since it has not been released by the census secretariat.
When asked how they intend to pay the enumerators without getting their accounts, Achiro said they would sermon them through local radio stations.
Attempts by our reporter to get a comment from the local UBOS officials were futile as their known mobile phones were switched off.
The national population and housing census started on August 28th and was expected to end on September 6th but it was extended for an extra day. However, all the enumerators and supervisors in Gulu are yet to be paid.
