DPP Drops Defilement Case Against Fugitive Chinese National

According to the DPP, Police has hunted for the fugitive for the past five month in vain.

However, the DPP has indicated that the charges will be reinstated once Zhengjun is apprehended.

Zhengjun was charged with aggravated defilement and trafficking in children alongside Faith Orlando Lumbazi, a Ugandan woman. Lumbazi was specifically charged with trafficking.

Zhengjun has been on the police wanted list for a long time. Mid this year, Interpol police was also asked to join the local police for the manhunt but no positive results have been yielded to date.

The fugitive fainted and landed in the dock in July this year when his trial was scheduled to commence before the high court.

His arrest warrant was issued hardly three weeks after the Court of Appeal judge, Remmy Kasule, ordered for his release on bail on July 12 this year.

Prior to his release on bail, High Court Judge Albert Rugadya Atwooki had cancelled Zhengjun’s bail despite paying a cash bond of Shs100 million. His co-accused Orlando was released on bail on Tuesday by Tom Chemutai, the Deputy High Court registrar.

Details of the charged are that between March, September and November 2012, the duo by means of abduction and deception in various places which are Kirombe in Gulu District, Lungujja-Kitunzi, Rubaga and Lusazze Kampala District transported three a girls below 14 years of age to Katwe Zone in Kampala for purpose of sexual exploitation.
