National Population and Housing Census to Start on 28th August

With just 41 days left, Government has today announced that the Population and Housing census enumeration is scheduled to start on the 28th of August next month.

The exercise that shall run for 10 days will end on the 6th of September.

State Minister for Finance, Planning and Economic Development Matia Kasaija says government has already gazetted the census night which is the 27th/28th and whoever shall be in the country on that day shall be counted.

Kasaija also reveals that all districts have got the census funds after the signing of the Memorandum of Understandings that was concluded last Friday the 11th of July in Mbarara.

So far all districts have received 50 percent of the budgeted funds and the balance shall be remitted on the 30th of July.

As of today more than 95 districts have already received the first delivery of the Census materials now in the respective parishes. However, the Uganda Bureau of statistics has already received reports of poor handling and storage of the materials by some districts making them vulnerable to damage by rain or dust.

The district census officers have thus been advised to stack the boxes uniformly and reasonably not exceeding 12 boxes off the floor.

Training of national level trainers has been conducted including census technical content and training techniques. More training of four regional supervisors, 18 zonal supervisors, 119  district technical  officers to be drawn from UBOS. 111 district census officers, 138 assistant district census officers, 27 census officers from the UPDF, Uganda Police, Prisons and KCCA shall be trained from the 21st to 30th of July 2014.

The government is also set to embark on a public census education programme that will continue upto the end of the census enumeration.

The National census is going to be held under the theme, “Counting for Planning and Improved service delivery.”

  2. Statistics is a valuable tool for delivery of service and fight crime. It is very good because that is how we can destribute services fairly depending on population. However, I feel the time given is very short and is have baked. It hinders delivery of service if you don’t your population but to some extent this census will give us a picture that we can use in future.

  3. Ruth, the time given is not short. Actually, the time is too long. There is what is called double counting. Ruth can be counted twice; in her place of permanent residence and another place where she can go and spend the night. When the time for population count is so long, the risk of double counting is very high. This has implications in planning. To reduce this risk, the government of Uganda has to deploy several enumerators so that the exercise is accomplished within the shortest time possible.
