NRM Wants Fresh Registration Of Party Members
NRM MPs have endorsed president Museveni to contest as flag bearer of the party in 2016.
NRM legislators have recommended that the party conducts a fresh registration of its members in order to reduce challenges that may be encountered during the next party primaries.
As such All NRM delegates will be subjected to fresh registration as a mechanism of cleaning up the register ahead of the next general election.
The recommendations are contained in a report submitted to the party president Yoweri Museveni in a caucus meeting at state house in Entebbe. One of the reports is the outcome of the work of a select commitee put in place by the NRM caucus to iron out issues in primaries.
The second report is the outcome of a recent nationwide mass mobilization campaign which among others was seeking public views on recommendations made in the February 2014 kyankwanzi retreat.
The resolution, based on a motion by the Youth MP Evelyn Anite, was signed by over 200 members of Parliament all endorsing a proposal to stretch Yoweri Museveni’s reign beyond 2016.
Rosemary Sseninde, the Wakiso Woman MP said that the recommendations once adopted will go a long way on restoring confidence in the hundreds of legislators who had decided not to go for the primaries sighting cost and irregularities.
“The issue of the register is a very big challenge to us because the secretary general has been responsible but unfortunately when there is no clear register that means the materials will also be insufficient”, Sseninde noted.
Members also decided that the party maintains universal adult suffrage as the best poll approach on condition that it is less manipulated.
They are also calling for the decentralization of the nomination of primary contenders to reduce the congestion at the NRM secretariat and the expense incurred as a result.
They further demanded the position of the party secretary general be given to a person with no other political responsibilities so that they concentrate on party business.
Sseninde noted that prior to their report they visited a number of parties in different countries citing SWAPO of Namibia, CCM of Tanzania and NDC of Ghana to see how they manage their party primaries since they do not have conflicts during the primaries and that the report is based on the contributions from the bench marks and also from the Uganda people.
Meanwhile, Northern Youth Evelyn Anite noted that although there was no consultative meeting held in Kanungu where Prime Minister Mbabazi hails from, a stool offered to President Museveni during one of his visits in a way gave the Caucus the position of the people of Kanungu.
President Museveni appreciated the work done by the Caucus members in both the reports which were officially handed over to him at State House Entebbe and noted that the reports highlight areas that need to be attended to by the party.
He noted that the issue of the NRM Presidential Candidate will be resolved by the NRM National conference but that the reports were a result of a specific effort that was in response to some happenings that needed to be responded to.
“The good thing is that you used the consultations about the happenings to address other issues, sub county meetings were oversubscribed which shows the importance of the secretariat keeping in touch with the grass roots”, Museveni told NRM MPs.
