Otto Wants To Unseat Deputy Speaker Oulanyah
Aruu County Member of Parliament Odonga Otto has already drawn what he calls a plan to unseat Deputy Speaker Jacob Oulanyah in the 2016 general elections.
Putting words to action Otto walked to Parliament on Wednesday with people he says are supporters from Omoro Country wearing T-shirts bearing his portrait.
The FDC legislator, who has been representing Aruu in Pader district since 2001, says he wants to shift to Omoro in Gulu district to unseat Oulanyah whom he accuses of being a sycophant and undermining the integrity of Acholi. Otto revealed that he has printed 20,000 campaign posters that are being distributed in the county. The poster reads “Omoro County 2016-2021 Gulu district. Odonga Otto; Restore Dignity of the Acholi, Eliminate Sycophancy and greed. Integrity, Honesty and Boldness, a Man of the people.”
Otto says his move follows intense consultation with Acholi elders and they all agreed that they should eliminate Oulanyah who represents Omoro County in Parliament.
The Aruu county MP who had earlier declared that he would not stand again come 2016 now says he is so impatient for that moment to come.
Otto says as an Acholi MP, he puts Acholi first then constituencies come second adding that the Deputy Speaker’s days are numbered.
On August 2, Deputy Speaker Oulanyah suspended Otto for three plenary sittings after he grabbed and tore into pieces a roll-call list of MPs which was being used to force through a vote on the now controversial Public Order Management Bill 2011. Days later Oulanyah presided over the plenary as the bill was passed into law.
The opposition MPs then labeled Oulanyah a disgrace to the Acholi community and later petitioned Speaker Rebecca Kadaga over his conduct.
Otto, who had never stepped in Parliament since then, was asked by Oulanyah to apologise on the floor of the house before taking a seat.
Oulanyah has not yet commented on the story.
