Kasule Lumumba, the NRM Chief Whip, says NRM members who appended their signatures in the petition wrote to President Museveni seeking to meet him. However she did not divulge the details of the MP’s.However, lead petitioner MP Hamson Obua, Ajuri County, denied writing to the President adding that neither did any of his colleagues. A section of MPs had attempted to recall parliament to following the mysterious death of Butaleja Woman MP Cerinah Nebanda and the subsequent fall out between parliament and the executive. However, the speaker of parliament Rebecca Kadaga declined to recall parliament from recess to discuss what some MPs called an attack on parliament by the executive. In a letter to the lead petitioners, the speaker says the petitioners have failed to raise the required 125 signatures from Members of Parliament that would necessitate a recall as provided for under article 95(5) of the constitution. In his Christmas address, President Museveni went on to describe the MPs as idiots and fools for alleging that the government might have a hand in the death of the youthful MP.It is at this point that the MPs started collecting signatures to recall parliament. This week Ndorwa East MP Wilfred Niwagaba revealed that the MP’s who were seeking the constitutional interpretation on whether or not legislators can withdraw their signatures from the recall of Parliament petition are ready to serve the attorney general. Niwagaba says they have the support of the Uganda Law Society and the Attorney general shall be served by next week
