Besigye Issued With Criminal Summons

Former Forum for Democratic Change (FDC) leader Dr Kizza Besigye is among 11 people who were Monday issued with criminal summons by Buganda Road Court.
The summons followed Dr Besigye’s absence from court to answer to charges of inciting violence when he passed by Kisekka market recently on his way to attend the KCCA tribunal in Kololo. The summons issued by Grade One Magistrate Araali Muhiirwa, require Dr Besigye to report to court on October 28.
The state prosecutor, state attorney Deborah Itawu, told court that the investigations into the matter are still ongoing.
During the court proceedings, court gave a deaf ear to the pleas of Dr Besigye’s lawyer Ernest Kalibala who had said that his client made an emergency trip abroad. Kalibala further submitted that Besigye had asked one of his sureties to come to court as a sign of showing concern but in vain.
Dr Besigye is jointly charged with 14 others including his driver, Fred Kato and one of his aides Sam Mugumya. They all deny the charges. Out of the 15 suspects, only four suspects including Kato and Mugumya showed up in court.
Subsequently, the court also issued criminal summons to the other remaining suspects who did not show up.
Prosecution alleges that on June 20, 2013, at various places within Kampala, Besigye and 14 others made statements calculated to incite violence against the public. Prosecution further alleges that on the said date, people of Kisekka Market were preparing to welcome Kampala Lord Mayor Erias Lukwago, who was going to greet his voters in the market.
This is the very day that the police allegedly manhandled Lord Mayor Lukwago and forcefully brought him before the tribunal that was investing his alleged incompetence and abuse of office.
