Isabanyala Not Recognized By Gov’t
Minister Rukia Nakadama explains that Isabanyala’s recognition remains pending until complaints lodged against him, contesting his establishment are dully resolved.
The self acclaimed cultural leader of the Banyala Baker Kimeze is not officially recognized as such by the government, a list of recognized traditional and cultural leaders tabled before parliament indicates.
The list tabled by the State Minister of Gender and Culture Rukia Nakadama came after a request by Mukono Municipality MP Betty Nambooze for a list of all traditional and cultural leaders that are recognized by government indicating their respective jurisdiction.
This list also was in regard to the controversy surrounding ‘Obusinga bwa Rwenzururu’ after the Omusinga Charles Wesley Mumbere was stopped by security from touring some of the areas in Bundibuyo district which is part of his kingdom. This was on grounds that his leadership was being contested by the people in Bundibugyo.
Nambooze questioned government for attempting to create parallel territories and purporting to recognize as well as facilitate individuals who have never been instituted as per the procedures recognized by parliament.
She urged that some of the purported cultural leaders are mere county chiefs within the recognized territories of Buganda kingdom and no procedure has ever been followed to institute them as cultural leaders.
According to article 246(2) of the institution of traditional cultural leader’s Act 2001, the creation of new kingdoms will be done under procedures prescribed by parliament, and in case there is a dispute about traditional leaders in any kingdom, it would be resolved by a council of elders.
Equally Masaka Municipality Mp Mathias Mpuuga questions why government insists on creating, backing and recognizing individuals who are being contested within their purported areas of jurisdiction.
In Response, Government released a List naming only thirteen traditional/ cultural leaders in accordance to the Institution of Traditional or Cultural Leaders Act 2011.
Those recognized are The Kabaka of Buganda-Ronald Muwenda Mutebi II, Kamuswaga of Kooki-Apollo Ssansa Kabumbuli II, The Emorimori of Teso-Augustine Osuban Kadugala, The Omukama of Tooro-Oyo Nyimba Kabamba Iguru Rukidi IV and The Omukama of Bunyoro Solomon Gafabusa Iguru.
Others are Lawirwodi of Acholi Onen David Achana, The Tieng Adhola Moses Stephen Owor, The Won Nyaci me Lango Yosam Odur, Omukama wa Buruuli Mwogezi Butamanya, Rwoth Ubimu of Alur Philip Edger Olarker Rauni III, Omusinga wa Rwenzururu Charles Wesley Mumbere Iremangoma, Inzu Ya Masaba Wilson Wease Wamimbi and Kyabazinga of Busoga.

Uganda is interesting. I remember that president M7 presided over the installation of Kimeze as Isabanyala – but this person is not recognised!!!!!!!!!!!!!!!!
