SH110M SALARY SCAM! Ntare Boss, Predecessor Arrested

Headteacher Rwampororo

Mbarara: The Inspectorate of Government (IG) has arrested Ntare School headteacher Saul Rwampororo, his predecessor Jimmy Turyagyenda and former school typist Peace Kebirungi over an alleged Sh110.8 million loss of public funds and abuse of office.
The trio is accused of involvement in a scheme in which Kebirungi allegedly continued receiving a government salary for nearly nine years after abandoning her duties.

Investigators allege that Kebirungi used a forged university admission letter to secure study leave with pay but subsequently absconded from work while continuing to draw her salary.
According to Sarah Magola, head of the Inspectorate of Government office in the South Western region, Kebirungi allegedly presented the false admission letter in October 2015 to obtain study leave, after which she failed to return to her duties.

Magola said the alleged misconduct was concealed by Turyagyenda before his retirement from public service, while Rwampororo was also implicated in the matter.
Kebirungi allegedly continued receiving salary payments irregularly from September 2015 to August 2024, despite having abandoned her duties.
The investigation further established that in 2023, Kebirungi applied for early retirement from public service. Rwampororo allegedly forwarded the application despite her reported ineligibility for retirement on account of having absconded from duty.
By February 2026, the former typist had allegedly received a total of Sh110.8 million in irregular salary payments, according to Magola.

The arrests raise questions about the management of public funds and the oversight mechanisms that allowed the alleged irregular payments to continue for years without being stopped.
The three suspects are expected to be arraigned before the Anti-Corruption Court in Kampala to answer charges relating to the alleged financial loss and abuse of office.
The allegations remain subject to determination by the court.
