SMOKED OUT! Fugitive energy ministry boss hideout revealed after shs185bn bribe charges
The head of petroleum quality assurance at Ministry of Energy, Spero Byokunda has left the judiciary in a state of disbelief after snubbing Court summons and instead chose to go into hiding as his accomplices appeared before City Hall Magistrate on Tuesday on charges of attempts to defraud a Serbian investor.
The seven suspects include: Spero Byokunda, 55 years, head of petroleum Ministry of Energy and Mineral Development quality and resident of Bugolobi Flats Block 87; George Byomugabe, 45 years, a legal officer working with max at Namwezi village Goma Division, Mukono Municipality; Emmanuel Byamukama,37 years, Businessman, resident of Bulange B. Namirembe Parish, Lubaga Division, Kampala City; and John Bosco Mugisha aka Boyzone, 37 years, teacher, resident of old Mulago- Karelwe, Kawempe Division.
Others are Doreen Mugisha, 43 years, Office attendant at Ministry of Energy and Mineral Development and resident of Kiriyabigo Natete; Frank Kiggundu, 32 years, Businessman and a resident of Kyanja His Grace Close Nakawa Division, Kampala city; and Kyobutungi Barbra, 43 years, an office attendant and resident of Kireka, Kyaliwajala, Kira Division, Wakiso District.
CHARGES
They have been charged with Forgery C/S 342 and 347 of the Penal Code Act, Uttering a false document C/S 351 of the Penal Code Act, Personation C/S 92(b) of the Penal code Act and Conspiracy to commit felony C/S 390.
The accused and others still at large reportedly forged contract documents for the supply of solar street light systems purportedly from the Ministry of Energy. The forged documents were to be issued to a Serbian investor with the intent to defraud him USD 50M. They have been remanded until 10/11/23.
SPERO MISSING
However, Spero Byokunda evaded arrest and has since gone into hiding and remains a wanted man.
Some sources say he has since fled the country taking the DRC border directions.
Other reports suggest he is hiding in Mbarara Rwizi Cell, Ruharo Ward, Kamukuzi Division, Mbarara City at his alleged 4th Wife’s home called Namagembe Ajara.
