NSSF TOP JOB IMPASSE! Ugandans slam gender minister for dragging feet on Byarugaba’s reappointment, asks Gen.Museveni to restrain her

The delay to reappoint Richard Byarugaba at the helm of the National Social Security Fund (NSSF) by line minister of Gender, Labour and Social Development, Betty Amongi has continued to draw mixed reactions from a section of Ugandans. Byarugaba’s contract expired on November 1st, 2022 and he is eligible for reappointment under new NSSF act.

On December 7, the Prime Minister, Robinah Nabbanja directed Amongi not to drag feet into the matter anymore but instead to reappoint Byarugaba following stakeholder discussions. Amongi is yet to act, at least by press time. Now another Ugandan, who has always been controversial, Job Richard Matua, is asking the PM to reverse her directive and instead get someone else.

Matua says that Byarugaba has reached the retirement age of 60 years for all civil servants. He also accuses his led administration of bungling the midterm access to funds by savers who are 45 years and above and have saved for 10 years and above. That Byarugaba also needs to be probed over allegations of corruption in the award of contracts and management of NSSF projects, conflict of interest in the same projects, abuse of office and bad working relationship with NSSF employees.

AMONGI SLAMMED

Now another Ugandan, Ben Ssebuguzi has slammed the Gender minister for delaying the appointment of Byarugaba and wants President Museveni to reign over her.

“Matua is also becoming a saboteur. It is okay to petition the PM but why doesn’t he first ask his inner man why the board is content with Richard’s service? The board is the summation of all stakeholders of which even the gender ministry is represented. Why is the minister of Gender trying to buy time to confirm Byarugaba? Is she trying to witch-hunt him at the expense of workers? Why is she trying to create a lacuna? All those delays might affect the performance of the fund at the end because of this lacuna,” he wonders and then goes on; “The minister’s actions are a sign that government officials are selfish yet government agencies and departments should work in harmony. Undermining the directive of the Rt.Hon.Prime minister is a sign of bad behavior and upbringing. If the fund declines in performance, the savers should blame the Minister for her shortcomings. I request President Museveni to prevail over the situation because it shows that there is a lack of coordination in government business.”

Now that President Museveni is back from the USA, Ugandans and especially NSSF savers are hopeful that this impasse is among those he will give first attention. In our subsequent publication, we shall be publishing detailed allegations being leveled against the Byarugaba led administration that seem to be among others a reason why his contract extension is dragging feet.
