Tanzania Army ‘Storms’ Uganda Parliament
A team of 27 officers from the Tanzanian Peoples Defense Forces Command and staff College visited Parliament on Monday March 23, for a Parliamentary tour.
The Tanzanian team led by Brig. Gen. AF Kapinga was hosted by the Deputy Speaker Rt. Hon. Jacob Oulanyah at Parliament.
Rt. Hon. Oulanyah in an interaction with the delegation explained why Uganda Peoples Defense Force (UPDF) is represented in the Ugandan Parliament.
‘Uganda has a unique history evidenced by the multiple leaders we have had. Most of these leaders were ousted by military coups. The justification for the 10 UPDF representatives in Parliament is such that instead of discussing their issues in the barracks they are brought to the house for discussion; thereby bringing a balance between the military and the civil society,” he said.
He added that the Ugandan Constitution states that the military service is subject to civilian authority, to allow civil management of situations.
Hon. Fox Odoi while answering a question, relating to the possible clash between the laws governing traditional kingdoms and the constitution of the country said that the central government and the kingdoms work together. This, he said makes conflict resolution easy.
The delegation comprised eight directorate staff and nineteen students from Kenya, Zimbabwe, Tanzania, Burundi, Rwanda, Zambia and Namibia.
The officers are currently on a study tour in Uganda to benchmark on various sectors of the Uganda economy and Government.
