Tumwebaze Tables Amendments To KCCA Act

The minister in Charge of Kampala Frank Tumwebaze is proposing a series of amendments to the Kampala Capital City Act that according to him will clear ambiguities that led to a leadership crisis in the management of the city.

The proposals were presented to the NRM caucus retreat sitting at the National Leadership institute in Kyankwanzi.

They among others include a proposal to separate the mandate of the political from the technical arm of the authority. He says  the current arrangement gives politicians a lot of powers at the expense of planned developments.

The Second proposal seeks to restructure governance issues in KCCA and provide for an alternate means of electing a Lord Mayor.

The Principle law provides that the Lord Mayor shall be elected by universal adult suffrage through a secret ballot at an election organized by the Electoral Commission.

But Tumwebaze now suggests that the Lord Mayor should be elected from among Councillors and division mayors. Need a mayor who can support

Also proposed for review are the boundaries of Kampala City which will be expanded to create the Kampala Capital and Metropolitan Authority covering the Entebbe-Kampala corridor, Parts of Wakiso district and part of Mukono to be added to the current city boundaries.

This according to Tumwebaze will enable the Authority to control development and to administer town and country planning schemes beyond its current jurisdiction.

The same idea had been suggested in the principle act but met a lot of resistance especially from Buganda.
