After 32 years of dedicated service, Honey Malinga, Uganda’s veteran Energy Ministry Commissioner, is set to retire on January 1, 2025, after reaching the mandatory retirement age of 60, as per the Uganda Public Service Standing Orders, this publication can exclusively report.

Malinga joined the Ministry of Energy in 1992 and rose through the ranks to become Commissioner Petroleum Exploration Development and Production (Upstream Department).

With an impressive career spanning over three decades, under Malinga leadership, the Directorate of Petroleum has played a crucial role in coordinating the oil and gas sector to achieve Uganda’s National Oil and Gas Policy goals.

His expertise has been crucial in the development and production of discovered oil and gas resources, and his departure will undoubtedly leave a void in the Ministry at a time when the country is racing to meet its target of first oil output in 2025.

In a letter dated August 28, 2024, the Ministry’s Permanent Secretary, Eng. Irene Bateebe, reminded Malinga of his retirement, citing Section A-o Paragraph 23(a) of the Uganda Public Service Standing Orders, 2021 Edition.

“I draw your attention to Section A-o Paragraph 23(a) of the Uganda Public Service Standing Orders, 2021 Edition that requires a notice to be issued to officers who are about to reach the mandatory retirement age.

“Records on your personal file indicate that you were born on 151 January 1965, this implies that your mandatory retirement date will be due on 151 January 2025.

“To enable processing of your benefits and smooth transition to the pension payroll, you are advised to report to the Human Resource Management Division to fill pension forms (PSF18 and NS 208).

“Upon reaching the retirement due date, you are advised to handover your office and any other government property in your custody according to Section F-d of the Uganda Public Service Standing Orders 2021, Edition. I take this opportunity to thank you for diligently serving the Government of Uganda and I wish you the best in your retirement,” the PS letter reads.

MALINGA WRITES BACK

Aware of the laws, Malinga wrote back to the Permanent Secretary Ministry of Public Service on October 4th, 2024 confirming that he will indeed proceed to retire on  January 1st, 2025.

He also thanked the Government of Uganda for having given him an opportunity to serve it at the different positions held until retirement.

He wrote: “This is to acknowledge with thanks, receipt a letter dated 28th August 2024 and ref. ADM/132/01 from the Permanent Secretary, Ministry of Energy and Mineral Development notifying me of my mandatory retirement date as one of the requirements in the Uganda Public Service Standing Orders, 2021 (The Standing Orders).

“It is a fact that I was born on 1st January 1965 and my journey in the public service will be ending on 31st December 2024 at the attainment of sixty (60) years of age. I have also taken note of what is expected of me among them; filling in the Pension Forms to enable the processing of my benefits and smooth transition to the Pension payroll; handing over my office and any government property under my custody.

“The purpose of this communication therefore is twofold: – i. To confirm that, I will be proceeding to my retirement on 1st January 2025. ii. To thank the Government of Uganda for having given me an opportunity to serve it at the different positions I have held until my retirement.”

As Malinga prepares to hand over the reins, the Ministry will undoubtedly miss his expertise.

As Uganda races to meet its target of first oil output in 2025, there are calls to retain Malinga on a contractual basis, allowing the Ministry to continue tapping into his expertise. His departure will undoubtedly be felt, but his legacy will continue to shape Uganda’s energy sector.
