Mbarara Mayor Kakyebezi’s PA arrested over sh3m fraud

All is not well in the Mbarara City Mayor Robert Mugabe Kakyebezi’s camp after his diehard and the Political Assistant Carolyne Kyoshabire was arrested on cases related to fraud and impersonation.
According to the sources, Kyoshabire who is commonly known as Caro Kakyebezi was detained on Thursday, July 18th, 2024 at Mbarara Central Police Station SD Ref: 75/24/6/204 on allegations that she extorted 3M from a businessman.
Moses Rutaboorwa, a businessman in Mbarara City registered a case at the police accusing Caro that she fraudulently took Shs 3M from him through impersonation as the Physical Planner for Mbarara City.
According to the allegation, the whole saga started when Rutaboorwa was seeking for a legal document for a temporary structure from Mbarara City Council for his Lockup structure (a capsule house) around Global High School. In the process of looking for the City Physical Planner who is known as Caro Owarugaba, he was misled and instead he got into the contact of Caro Kakyebezi who impersonated as the physical planner for Mbarara City and enticed him to pay the money through her that he will get a letter that allows him for his temporary structure.
After the transaction, the enforcement team from Mbarara City Council stormed and removed the same structure which was elevated at Global High school. Rutaboorwa claims that he had invested about Shs17m in construction of what he called a modern Lockup including the Shs3m that he had paid for the security of his Lockup.
“I paid this so-called Caro Kakyebezi 3M in cash, and paid her that money at Mbarara City Council premises in the presence of one of my friends called Mushabe Edson, the deputy Mayor for Mbarara City North Division.
“My confidence to pay that money to Caro it’s because I had inquired from a certain friend of mine about the Physical Planner for Mbarara City and they told me she’s called Caro.
“So, when I met this so-called Caro Kakyebezi and I had no idea that she is the Political Assistant for Kakyebezi the Mayor, she impersonated that she is the City Physical planner.
“I trusted her and paid the money knowing she would handle me positively because I was applying to have a letter for my temporary structure.
She asked me to give her 3M, that she will pay 2.8M in the bank so that she can also take a token of 200,000 for the service, and she promised that she would bring my paperwork so that I can start operating, that convinced me that she would do that work for me properly,” said Rutaboorwa.
“What shocked me was after paying her that money, one of my friends told me that I paid the money to the wrong person. That’s when the enforcement team stormed me and removed my structure. That forced me to open a case against Caro so that my money can refunded, I will not allow my money to be taken like that,” he added
However, when Kyoshabire was arrested, she was later released on a police bond. The two parties were asked to harmonize and negotiate outside the police.
“I had wanted them to give me some deposit before she was released from the cells but I played it cool. However, she did not accept the charges claiming that I did not give her any money. I am waiting until Tuesday next week and if she doesn’t sort me out, we shall go to court and the law will take its course. I don’t want any person to involve me in their politics. I am about money and I need my money back. I have given them that gap for negotiation. Let them bring my money and we leave the rest to rest,” said Rutahorwa
Assey Abireebe, the Mbarara City Town Clerk told this publication that he has always heard about Caro Kakyebezi and complaints from the public on issues related to extortion through physical planning.
